I am thinking about cropping the photo down from the top to emphasise the panorama of the bay and the distant city - which I did not initially see at upper right. Assuming that you shot in RAW, I would be inclined to try a subtle pseudo HDR treatment to make the clouds more interesting. I think that the foreground colors are fine and would avoid adding much more saturation there. I would try a bit of increase in contrast to see if impact can be increased.
