Not a bad shot, but I've got a few ideas for improvement. The key to it all is deciding what you're trying to achieve with the shot. Here are some possible - with their corollaries.

Perhaps you wanted a general shot of this race. That would suggest that you need much more of field to be in focus. Close down the aperture and increase the ISO to get an adequate shutter speed. You probably also want more of the runners in view so zoom out a bit. It's also easier to get more runners in if you can get yourself a slightly elevated viewpoint (consider a short step ladder).

Perhaps there's a particular runner that is of interest. In this case, let's hope it's the boy because he's the only one who's even close to being acceptably sharp. In that case, a wide aperture is a good plan - it'll draw attention to the one individual. You'll still need to increase the shutter speed to freeze the action (getting rid of the motion blur) which will require either using flash or a higher ISO. To further focus the attention on the subject, you should then consider cropping away irrelevant material. You could definitely lose the girl in pink and the yellow that's just coming in to the right of the shot. You might even consider a vertical crop of the boy.

There are other possible ideas too, but I think you get the picture.

Almost all your other shots show much clearer intention - so I suspect this was just a tricky situation, but it's definitely worth having crystal clear in your mind what you're after before you release the shutter.

Thank you for the wonderful critique Andrew! I guess what I am seeing IS my indecision. Sometimes at events I crop too much and lose the context of the day even though an emotion/moment is captured. I don't like "landscape" type pictures of events either because than I am not pulled into the picture. Here, I liked the bit of action blur, and the multiple different expressions of the people. I like the two small children being more sharply in focus than the rest, (and I do think they are sharper on my original than what I see here). But you are right that I wavered between a distinct shot of the boy, and a general race pic. Good advice, and helps me think things through.
