I believe that you were close to having a very nice image here but missed on a few points. I would recommend doing a little more simple editing (because simple is all I know how to do). The red marks on her right arm can easily be removed with the healing tool and I would also remove the two dark spots on the lower part of her skirt as they are definitely distractions. I would then apply some lighting to the image with shadows and highlights. This would lighten her hair and face a little more. Add a touch of saturation and tweak the brightness and contrast and this will be a more pleasant image to view. My personal preference would be to filter it slightly to give her skin a little nicer appearance also. Her face could be a little sharper in focus but it isn't all that far off and is liveable. It is an interesting pose and background with terrific potential and the young lady appears to be enjoying the moment.
