3 Thumbs down ~ Offensive or repugnant
The three thumbs-down rating is reserved for photos that are clearly offensive or repugnant, not those that are technically bad. You might be asked by an administrator to justify/revisit a three thumbs-down rating or it may be removed.
This rating is meant to be given out sparingly. Three thumbs down critiques must be respectful and should describe why you find the photo offensive and/or repugnant. There is no other obligation of the critic beyond this. In this case critics may address the content of the photo because it is that which they are offended by. They are not required to make suggestions, or address the technical aspects of the photo.
You should not go down the list of critiques rating the red thumbs unhelpful and the green thumbs helpful or vice versa. The rating is not agree/disagree and we are not rating the ratings.
No one is required to use this rating, if you don't like it or disagree with it don't use it. You are required to respect others' use of this rating and not rate it unhelpful simply because you disagree with its application or the opinion of the critic.
